Core42 has launched a partner program that gives independent software vendors and startups a route to build and sell cloud and AI solutions in the UAE. The Abu Dhabi-based G42 company says the program starts with more than 50 partners, and its Technology Partner track lets eligible startups bring solutions to Core42’s Sovereign Enabled Public Cloud and build with Microsoft Azure services. The announcement creates a possible route to customers in government and regulated industries, but it is a commercial partner scheme, not a promise of funding or signed contracts.

For software teams, the practical appeal is access to an established cloud environment and help navigating technical and governance requirements. Core42 says applications are open, while support depends on the partner’s track and eligibility. That distinction matters: the program is a new route to market, not a guarantee that every applicant will be accepted or win a customer.

Two tracks give product builders and resellers different routes

The Technology Partner track is most directly aimed at startups. Eligible independent software vendors and startups can bring their solutions to Core42 Sovereign Enabled Public Cloud and build with Microsoft Azure services. Core42 Insight provides data-residency, governance, monitoring and security controls, while Core42 teams can support architecture, compliance documentation and go-to-market work, according to the company’s 5 October announcement.

Core42 says its public cloud combines Azure services with UAE-specific controls managed through Core42 Insight. That means the proposition is a local layer of controls and support around Azure components, not a cloud service independent of Azure. A startup still needs to demonstrate that its own product works for a specific customer and workload.

A separate Channel Partner track is designed for resellers and solution providers selling Core42’s cloud and AI services. The company says it will provide sales training, technical expertise and go-to-market support to those partners. The two-track structure distinguishes companies building applications from those helping sell infrastructure and services.

Support is conditional, not a shortcut to government contracts

Core42 says the launch network includes more than 50 partners and that its cloud environment already supports more than 47 Abu Dhabi government entities. Those figures come from the company, and describe the broader environment and partner network, not the number of startups accepted or startup products already deployed. ITP and TechAfricaNews also report the partner count and the two tracks.

Depending on track and eligibility, partners may work with Core42 sales teams on qualified opportunities and access architecture reviews or sandbox environments. Core42’s partner page also lists possible Marketplace listings, deal-registration tools and GPU or model credits; selected partners may receive joint marketing or co-investment for priority projects. Neither the launch announcement nor the page gives co-investment amounts or suggests every partner will receive these benefits.

Applications are open through the official partner page. It lists five steps, from a business-profile application and fit review to sharing a plan, signing an agreement and onboarding. The page does not state how many startups will be accepted, whether fees apply, or detailed approval thresholds.

That makes the program a partnership and distribution opportunity, not an accelerator or a funding round. A sandbox or an introduction to a qualified opportunity can help a team test fit, but neither is the same as a paid pilot or a government purchase. The Sourcecode’s independent report also notes that joining does not itself grant regulatory clearance.

Sovereign controls and customer demand will decide the value

Core42 says the suitability of each solution depends on its workload classification, customer requirements and applicable regulatory framework. The company can help partners identify technical and governance controls, but says partners and customers remain responsible for obtaining any required sector-specific approvals. Joining the program is not a regulator’s endorsement of a startup’s product.

For UAE founders, the wider issue is how to reach customers that care about data location, security and oversight before adopting a new software supplier. A partner route may help a startup build on familiar infrastructure and get technical guidance, while also giving Core42 a broader range of solutions to offer government and regulated customers. Those are potential benefits, not evidence that a particular startup has already won business.

The next test is whether the framework turns into real opportunities for eligible startups. Useful signs will include which software companies join, what solutions they bring, and whether qualified discussions lead to clearly scoped deployments. Core42 has announced the program and opened applications, but has not named startup participants or specific projects in the launch material.

Founders considering an application should look for more detail on eligibility, costs, startup places and how selected partners can access co-investment or customer opportunities. The launch gives the UAE startup ecosystem another possible route into cloud and AI sales, especially for products aimed at customers with strict data and governance needs. Its value will depend on the terms founders can access and the outcomes they can demonstrate, not the announcement alone.
